The heart of the proposal for a successful partnership is that schools voluntarily organise themselves into collaborative networks which have a formal structure and become the focal point for the development of education, health and well being for the children and young people in the area.

The importance of effective joint working between bodies responsible for services for children and young people is central to addressing the major factors that stop young people from achieving their potential. These proposed confederations or clusters allow front line activities to be organised around the different needs of local schools, their pupils and families, the local community and local client groups.
